Document Submission: Documents must be submitted during weekdays and working hours; couples must attend together. Those residing outside the district must provide a residence certificate.
ID Requirement: Original ID cards and photocopies must be presented during the application. (Driver’s license, passport, or other identity documents are not valid.)
Note: Applications cannot be made with a married ID.
Photographs & Fees:
a) 4 passport-sized photographs (taken within the last 6 months; biometric photos are not accepted).
b) Marriage certificate fee must be paid after document submission.
Health Report: Couples must obtain a health report from their family doctor proving there is no disease preventing marriage. Test results must be validated by the family doctor.
Validity: Documents are valid for 6 months (180 days) from the issue date until the marriage date.

Citizens of European countries must obtain a multilingual certificate of marriage eligibility and a birth certificate from their home country.
Citizens of countries party to the Hague Convention must obtain an apostilled certificate of single status and birth certificate from their home country and have them translated by a Turkish notary. Names on documents and passports must match exactly; any spelling errors will result in rejection.
Citizens of countries not party to the Hague Convention must obtain a marriage eligibility certificate and birth certificate from their home country, certified and translated by their country’s Ministry of Foreign Affairs.
Foreign nationals in Turkey must obtain a marriage eligibility certificate from their consulate in Istanbul and have it approved by the Istanbul Governorship or the District Governor’s Office. If there is no consulate in Istanbul, they can use their consulate in Ankara and have the document certified and translated by the Turkish Ministry of Foreign Affairs. Documents must clearly indicate parents’ names, place, and date of birth.
Marriage eligibility certificates must clearly and correctly state full name, place and date of birth, and parents’ names. Otherwise, a birth certificate is required.
Apostilled documents must be translated by a Turkish notary.
Passport translation is required (to verify validity).
Applications from foreign nationals with visa issues will not be accepted.
French and Moroccan citizens must obtain the required documents from their own consulate in the country where the marriage will take place and have them approved by the relevant authority; no district office approval is required.
