Document Submission: Must be done during weekdays and working hours; couples are required to come together. Those whose residence is outside the district must provide a residence certificate.
Power of Attorney: If one party cannot attend the application, they must provide a notarized power of attorney for marriage procedures.
ID Requirement: Original photo ID cards and copies must be present at the time of application. (Driver's licenses, passports, or other identity documents are not valid.)
Photographs: 4 passport-sized photos (taken within the last 6 months; biometric photos are not accepted).
Health Report: Couples must obtain a health report from their family doctor stating there is no disease preventing marriage.
Validity: Documents are valid for 6 months (180 days) from the issue date to the marriage date.
Married IDs: Applications cannot be made with an already married ID.
Reservation Requirement: No reservation is made without the required documents, except for online applications.
Individuals under 16 cannot marry. Exception: with a marriage permit from the civil court.
Individuals aged 17 must apply with both parents, providing the originals and copies of parents' IDs. If a parent cannot attend, a notarized consent letter is required.
Divorced or widowed women cannot remarry within 10 months of the divorce or spouse’s death. Exceptions require a court-issued iddet period decision (finalized). This also applies to foreign nationals.
European citizens must obtain a multilingual certificate of marriage eligibility and a birth certificate from their country.
Countries party to the Hague Convention: Must obtain an apostilled certificate of single status and a birth certificate from their country, translated by a Turkish notary. Names must match exactly with passport; any spelling mistakes will result in rejection.
Non-Hague countries: Must obtain a marriage eligibility certificate and birth certificate, certified and translated by their country’s foreign ministry, and submit for application.
Foreign nationals in Turkey must get a marriage eligibility certificate from their consulate in Istanbul (or Ankara if no consulate in Istanbul) and validate it with the Turkish Ministry of Foreign Affairs.
Names, surnames, birth place/date, and parents’ names must be accurate and clearly written.
Apostilled documents must be translated by a Turkish notary. Passport translation is also required to verify validity.
Applications from foreign nationals with visa issues will not be accepted.
French and Moroccan citizens must obtain necessary documents from their own consulates and have them approved.
Women wishing to keep their maiden name must request a maiden name petition at the time of application.

Online application/reservation requires submission of original documents to the Marriage Application Office.

Weekday 13:30–15:00 weddings are free; only marriage certificate and file fees are charged (for Pendik residents).
Martyrs’ close relatives and veterans are exempt from hall fees.
