DUTIES

  • Monitor legislation related to the directorate’s activities and ensure compliance within required deadlines.

  • Conduct and finalize tasks and procedures requiring coordination with other administrative bodies.

  • Execute work in line with the strategic plan, annual performance program, investment program, and directorate budget.

  • Fulfill responsibilities outlined in the Pendik Municipality Internal Control Action Plan.

  • Respond to incoming letters and petitions within the legally required timeframe (Law No. 3071).

  • Provide information and documents to applicants under the Law on Right to Information (No. 4982), with approval from the Mayor or Deputy Mayor, except for exemptions.

  • Manage procurement-related payments and financial operations under Public Procurement Law (No. 4734).

  • Assist in determining the municipality’s medium- and long-term strategies and policies.

  • Ensure proper recording, archiving, and preservation of all financial transactions.

  • Coordinate with municipal units, governmental institutions, professional chambers, and other stakeholders regarding financial matters.

  • Provide necessary information to the Press and Public Relations Directorate regarding the directorate’s activities.

  • Prepare and monitor the municipal budget, including the following two-year forecasts, and ensure alignment with the strategic plan and performance program.

  • Keep detailed budget records, collect and evaluate budget implementation data, and prepare final accounts and financial statistics.

  • Maintain summary tables of movable and immovable municipal assets.

  • Advise the senior management and spending authorities on financial regulations and municipal accounting.

  • Perform municipal revenue and expenditure accounting, period-start and period-end operations, and account reconciliation.

  • Review advance and credit documents, ensure compliance, process payments, and track settlements.

  • Follow up on receivables and municipal debts for collection and recording.

  • Monitor municipal bank accounts and verify compliance.

  • Strengthen municipal finances and implement measures to improve fiscal performance.

  • Prepare and submit annual financial statements to the Court of Accounts within legal deadlines.

  • Record approved budget results in accounting systems and manage in-year budget transfers and allowances.

  • Prepare, pay, and account for withholding taxes, VAT declarations, and other municipal tax obligations.

  • Track and process trust accounts (guarantees, foreclosures, sureties).

  • Monitor accounting and payments related to Social Security Institution (SGK) contributions.

  • Manage payments to municipal personnel in accordance with laws No. 4857 and 657.

  • Receive, inspect, and record newly acquired movable assets and manage inventory in compliance with accounting regulations.

  • Maintain the movable asset register and send consolidated reports to the responsible unit.

  • Implement bookkeeping and journal systems according to Law No. 5018 and related regulations.

  • Prepare control reports, opening and closing balances, and include them in the final accounts.

  • Verify and process all financial transactions, filing documents for audits.

  • Collect revenues authorized by law, including municipal taxes and fees, in compliance with applicable legislation (Law Nos. 2464, 1319, 213, 6183).

  • Correct tax errors according to the Tax Procedure Law (No. 213).

  • Supervise tax collectors and control receipt issuance.

  • Determine unit land values and prepare related notifications.

  • Process overdue payments, execute liens, and track enforcement procedures.

  • Manage deposits and payments received via bank, postal, or online channels.

  • Register and process online taxpayer applications.

  • Monitor and enforce collection of overdue debts and auction or store seized assets.

  • Publish notices for auctioned goods in local media.
