DUTIES

  • Monitor the legislation related to the activities of the Directorate and fulfill the requirements of the legislation within the specified time.

  • Carry out and finalize the tasks and procedures that the Directorate needs to follow with other authorities.

  • Conduct activities in accordance with the strategic plan, annual performance program, investment program, and the Directorate’s budget.

  • Undertake necessary work to fulfill the duties and responsibilities outlined in the Pendik Municipality Internal Control Action Plan.

  • Respond to incoming letters and petitions to the Directorate within the specified time. According to Law No. 3071; provide written information within 30 days for applications made via petition, and additionally notify the results if the progress of the process is announced.

  • Present information and documents to applicants under the Law on the Right to Information No. 4982, with the knowledge and approval of the Mayor or the relevant Deputy Mayor, except for exceptions.

  • Within the scope of Public Procurement Law No. 4734; conduct procurement of all kinds of goods, services, and construction works needed by the Directorate through tenders, prepare payment certificates, and complete acceptance procedures.

  • Conduct necessary work to determine the medium- and long-term strategies and policies of the Municipality and set objectives.

  • Ensure that records of the Directorate’s transactions are kept, and archive, preserve, and maintain them when necessary.

  • Communicate, when necessary, with other municipal units, official institutions and organizations, relevant professional chambers, and parties involved in the tender process.

  • Provide necessary data to the Press, Publication, and Public Relations Directorate to announce and promote issues related to the Directorate’s responsibilities.

  • Within the framework of Public Procurement Law No. 4734, Public Procurement Contracts Law No. 4735, Public Financial Management and Control Law No. 5018, and other applicable legislation; carry out the procurement processes of goods and services requested by expenditure units, as well as construction works.

  • Ensure the procurement and delivery of necessary items for all municipal expenditure units, such as stationery, within warehouse stocks, and keep stock status under control.

  • Provide municipal personnel transport services and urban and intercity transportation according to the real needs and requests of Pendik Municipality’s service units, public institutions, and residents within the district (including funerals, education, sports, social and cultural activities, etc.).

  • Handle subscription processes, tariff definitions, and billing for GSM, landline, and data lines.

  • Allocate temporary vehicles according to requests from public institutions, schools, associations, foundations, sports clubs, and/or protocols to be signed by municipal council decisions.

  • Ensure effective and efficient use of the Vehicle Tracking System, conduct necessary inspections, and implement sanctions for violations.

  • Maintain records of all vehicles in the municipality and ensure technical inspections, exhaust tests, and vehicle insurance are carried out.

  • Ensure the procurement, distribution, transport, and installation of furniture, white goods, TVs, signs, modular units, containers, mobile awnings, keys, locks, hardware materials, furnishings, and related items needed by public institutions, associations, and NGOs operating within the district, in accordance with legal regulations, and as per protocols signed by service units and municipal council decisions.

  • Ensure internal cleaning of all municipal service units.

  • Fulfill cleaning requests from public institutions, schools, places of worship, associations, foundations, and sports clubs within the district as much as possible.

  • Provide drinking water and water dispensers for use in service units.

  • Respond to requests for municipal events, civil society events, and citizen requests, including stage/podium setup, sound system setup, live streaming, LED screen setup, tent setup, provision of tables and chairs, area decoration, and flag placement.

  • Ensure flagging of ceremony areas and facilities, and supply of office, table, and flagpole flags during national and official holidays and opening ceremonies.

  • Carry out relocation tasks between service units.

  • Respond to installation, setup, and maintenance requests for security cameras in municipal service facilities.

  • Coordinate and ensure problem resolution and smooth operation of programs within municipal service facilities.

  • Identify parts of municipal service facilities that require maintenance and repairs, direct them to relevant units, and ensure completion of processes.

  • Track electricity, water, and natural gas subscriptions (contracts/cancellations/transfers) and bill payments for municipal service facilities.

  • Store, distribute, and collect ballot boxes belonging to the Provincial Election Board during general and local elections and referendums.
