DUTIES
Monitor the legislation related to the Directorate’s fields of activity and fulfill the legal requirements within the prescribed time frame.
Carry out and finalize the tasks and transactions of the Directorate that require follow-up before other administrations.
Conduct activities in accordance with the strategic plan, annual performance program, investment program, and the Directorate’s budget.
Perform the necessary work to fulfill the duties and responsibilities outlined in the Pendik Municipality Internal Control Action Plan.
Respond to incoming letters and petitions within the legal period. In accordance with Law No. 3071, provide written information on petitions within 30 days and, if the progress of the process is announced, also inform about the result.
With the knowledge and approval of the Mayor or the relevant Deputy Mayor, provide information and documents (except those subject to exceptions) to applicants within the framework of the Right to Information Law No. 4982.
Within the scope of the Public Procurement Law No. 4734, prepare and finalize progress payments, acceptances, and other documentation for all goods, services, and construction works required by the Directorate.
Determine the medium- and long-term strategies and policies of the Municipality by taking technological developments into account.
Provide technological means to establish institutional memory.
Ensure the use of advanced technological capabilities (Artificial Intelligence, Machine Learning, Deep Learning, Open Data Portal, Smart Cities) in city management.
When necessary, correspond with other municipal units, public institutions, relevant professional chambers, and stakeholders involved in procurement processes.
Ensure data flow with relevant units to facilitate announcements and promotions related to the Directorate’s area of responsibility.
Monitor R&D and improvement processes.
Identify and procure the necessary IT products.
Ensure maximum utilization of internet and intranet opportunities within the municipality.
Complete E-Municipality projects within the organization.
Provide technical support for software, hardware, and program needs of the units.
Develop user-friendly mobile applications to facilitate the work of citizens and municipal staff.
Ensure the proper operation of the backup system.
Establish and maintain a disaster recovery center.
Implement necessary measures to ensure system continuity.
Analyze and procure the software required by other directorates.
Correct errors in the software used by the Municipality and perform necessary improvements.
Conduct necessary activities to ensure the Municipality’s information security.
Create, store, and circulate documents digitally and make them available for use with digital signatures.
Track e-signature application, renewal, and installation processes.
Ensure proper management of inventory and movable property within the institution.
Provide the necessary infrastructure and technical support for live broadcasts of tenders and council meetings over the internet.
Meet, within legal and institutional capacity, the technological needs of schools, places of worship, and public institutions within the district boundaries.
Maintain and repair TV broadcasting systems and meet new demands.
Ensure the operation of telephone, switchboard, and data lines, and respond to new cabling requests.
Install data and telephone lines and fix malfunctions.
Maintain and repair telephone switchboards and related peripheral systems.
Ensure the integration of the Geographic Information System (GIS) with the management information system.
Conduct GIS-related work and ensure data sharing.
Keep the geographic database up to date.
Develop GIS-based web and mobile applications.
Provide technical support to users of GIS-based applications.
Digitize the physical archive of the Municipality and ensure that archive data are quickly and continuously accessible to institutional users.
Conduct classification, filing, organizing, storage, preservation, and archive access work for physical and e-signed documents in compliance with archive legislation; perform sorting and disposal for documents whose retention period has expired.
Maintain records of transactions carried out by the Directorate and ensure their archiving and protection when necessary.
Fulfill all archive-related requests from other directorates.
Carry out all file/document procedures within the framework of archive regulations.
Maintain control over Pendik Municipality’s official website (www.pendik.bel.tr).
Enter promotional data into electronic screens within the Municipality.
Conduct document sorting and disposal processes.
