DUTIES

  • Monitor the legislation related to the Directorate’s activities and fulfill its requirements within the specified time.

  • Carry out and finalize tasks and procedures that need to be followed with other authorities.

  • Conduct activities in accordance with the strategic plan, annual performance program, investment program, and the Directorate’s budget.

  • Undertake necessary work to fulfill the duties and responsibilities outlined in the Pendik Municipality Internal Control Action Plan.

  • Respond to incoming letters and petitions within the specified time. According to Law No. 3071, provide written information within 30 days for applications made via petition, and additionally notify the results if the process progress is announced.

  • Present information and documents to applicants under the Law on the Right to Information No. 4982, with the knowledge and approval of the Mayor or relevant Deputy Mayor, except for exceptions.

  • Within the scope of Public Procurement Law No. 4734; arrange payment certificates and complete acceptance procedures for all types of goods, services, and construction works required by the Directorate.

  • Conduct necessary work to determine the Municipality’s medium- and long-term strategies and policies and set objectives.

  • Ensure records of the Directorate’s transactions are maintained, archived, preserved, and safeguarded when necessary.

  • Correspond with other municipal units, official institutions, professional chambers, and parties involved in the tender process when necessary.

  • Provide the Press, Publication, and Public Relations Directorate with necessary data for announcements and promotion related to the Directorate’s responsibilities.

  • Conduct zoning applications according to Article 18 of the Zoning Law No. 3194.

  • Upon request, carry out construction alignment surveys, elevation sections, council proposal sheets, council decisions, block revisions, applications, and other works in accordance with Articles 14, 15, and 16 of the Zoning Law No. 3194.

  • Execute processes related to land parceling and provide citizens with information about land parceling procedures when necessary.

  • Approve and control address verifications.

  • Track the submission of proposals to the municipal council for naming newly opened streets and avenues.

  • Manage data entry for the Address Registration System, track UAVT codes in the system, input Directorate data, maintain address determinations, and keep system data up-to-date.

  • Oversee and control the creation of base data for city map printing.

  • Distribute new titles resulting from converting shared parcels into individual parcels.

  • Issue titles according to Law No. 2981; carry out squatter (gecekondu) clearance and title allocation processes under this law.

  • Allocate plots and apartments under Law No. 775; use the squatter fund when necessary for transactions conducted under this law.

  • Carry out squatter clearance operations and all related procedures.

  • Execute property transfer procedures from the Treasury to the Municipality under Law No. 4706, including sales and registration for rightful owners.

  • Transfer municipal properties to public institutions under Articles 30 of the Expropriation Law No. 2942 and Public Financial Management and Control Law No. 5018.

  • Conduct expropriation processes under Expropriation Law No. 2942.

  • Sell municipal properties through tenders under State Tender Law No. 2886 and Municipality Law No. 5393.

  • Carry out unification, division, establishment, and relinquishment procedures for public properties.

  • Manage conditional or unconditional property donation processes and perform necessary procedures.

  • Maintain and manage inventories of municipal properties, conduct or commission research, planning, and implementation for property development, and procure valuation services as needed.

  • Utilize allocated municipal budget funds.

  • Carry out property swaps (barter), sales, purchases, easement rights, and related transactions under Article 18/e of Municipality Law No. 5393.

  • Conduct sales of municipal shares and parcels resulting from establishment under Article 17 of Zoning Law No. 3194, including temporary sales under Article 16.

  • Track all necessary transactions and correspondence with courts, institutions, and third parties regarding municipal properties, including procedures at the Land Registry and Cadastre Directorate.

  • Execute transactions in accordance with Article 69 of Municipality Law No. 5393.

  • Process easement requests, implement agreements, and carry out necessary registration procedures at the land registry.

  • Prepare 5-year zoning programs, coordinate with all related directorates, and conduct necessary correspondence with other public institutions.

  • Enter into construction contracts in return for floor space (kat karşılığı) for municipal properties, negotiate project partnerships for private parcels, and execute relevant protocols.

  • Conduct necessary valuation studies and acquire valuation services for special project works decided by the Municipal Council, Committee, or Mayor; enter into construction contracts in return for floor space; carry out unification, division, relinquishment, subdivision, barter, easement/ownership registration or cancellation processes; obtain power of attorney from property owners; and perform or commission these procedures at the Land Registry and Cadastre Directorates if necessary.

  • Manage allocation, leasing, and associated protocols and usufruct rights for all municipal structures and facilities under applicable laws (State Tender Law No. 2886, Turkish Code of Obligations No. 6098, Public Procurement Law No. 4734).

  • For road and infrastructure projects, calculate or have calculated debris and tree compensation after expropriations and perform necessary correspondence with relevant directorates.
