Urban Transformation Directorate

DUTIES

  • Monitor legislation relevant to the directorate’s activities and ensure compliance within required deadlines.

  • Conduct and finalize tasks and procedures requiring follow-up with other administrative bodies.

  • Execute work in accordance with the strategic plan, annual performance program, investment program, and directorate budget.

  • Fulfill responsibilities outlined in the Pendik Municipality Internal Control Action Plan.

  • Respond to incoming letters and petitions in accordance with Law No. 3071.

  • Provide information and documents to applicants under the Law on Right to Information No. 4982, with the approval of the Mayor or Deputy Mayor, except for exemptions.

  • Arrange and finalize entitlements for all types of procurement and construction works under Public Procurement Law No. 4734.

  • Develop medium- and long-term strategies and policies for urban transformation and disaster management.

  • Maintain records of all directorate operations, including archiving and preservation.

  • Correspond with other municipal units, official institutions, professional chambers, and stakeholders as needed.

  • Provide necessary data to the Directorate of Press, Publication, and Public Relations for announcements and promotion.

Urban Transformation Responsibilities:

  • Implement tasks under Law No. 6306 on “Transformation of Areas under Disaster Risk.”

  • Manage the identification, evacuation, demolition, and reconstruction of risky structures.

  • Handle rental and relocation assistance for residents under Law No. 6306.

  • Coordinate with utility providers regarding electricity, water, and gas services in risky areas when necessary.

  • Manage funds allocated from the Ministry of Environment, Urbanization, and Climate Change for transformation projects.

  • Conduct property-related procedures such as parcel consolidation, division, registration, and contract cancellations between developers and landowners.

  • Issue demolition permits, transport, and acceptance documents for demolished structures.

  • Monitor legal processes related to urban transformation projects.

Disaster and Emergency Management Responsibilities:

  • Manage the Pendik Search and Rescue (PEAK) team, accredited by AFAD, including training, equipment, certification, integration, and accreditation.

  • Lead emergency response operations and ensure effective coordination during disasters.

  • Coordinate district-level disaster planning under the Provincial Disaster Response Plan.

  • Collaborate with public institutions, private companies, universities, professional chambers, and NGOs on disaster preparedness and response.

  • Monitor and contribute to global disaster risk reduction initiatives and report lessons learned.

  • Organize awareness projects, training, drills, and activities to increase public disaster preparedness.

  • Implement the Pendik Disaster Volunteer Project, including recruitment, training, and engagement of new volunteers.

  • Provide disaster awareness education in schools and community institutions.

  • Assess and support post-disaster damaged building evaluation.

  • Serve as a partner with AFAD in implementing district-level disaster plans and enhancing local capacity.
