DUTIES
Monitor legislation related to the directorate’s activities and ensure compliance with legal requirements within the prescribed timeframe.
Conduct and complete all tasks and procedures that need to be followed with other public institutions and authorities.
Carry out work in accordance with the strategic plan, annual performance program, investment program, and the directorate’s budget.
Perform necessary tasks to fulfill the responsibilities outlined in the Pendik Municipality Internal Control Action Plan.
Respond to incoming letters and petitions to the directorate within the legally required timeframe. In accordance with Law No. 3071, provide written information within 30 days for applications submitted via petition, and report separately the outcome if the procedure is publicly announced.
Provide information and documents to applicants, except for exceptions, within the scope of Law No. 4982 on the Right to Information, with the knowledge and approval of the Mayor or the relevant Deputy Mayor.
Under Law No. 4734 on Public Procurement, organize and finalize the procurement, service, and construction work payments needed by the directorate.
Conduct necessary work to determine the municipality’s medium- and long-term strategies and policies and to establish its objectives.
Ensure that records of the directorate’s activities are kept. Archive, protect, and maintain these records when necessary.
Correspond with other municipal units, official institutions, professional chambers, and stakeholders in the tender process, when needed.
Provide necessary data flow to the Directorate of Press, Publication, and Public Relations for announcements and promotion regarding the directorate’s field of duty.
Monitor higher-scale environmental planning and master zoning plans.
Prepare 1/5000 scale master zoning plan amendment proposals for necessary areas with the approval of the Mayor and submit them to the Metropolitan Municipality.
Prepare 1/1000 scale implementation zoning plan or amendment proposals for planned/unplanned areas in line with higher-scale plans with the approval of the Mayor and submit them to the District Municipality Council; forward approved plans or amendments to the Metropolitan Municipality for final approval.
Review 1/1000 scale plan or amendment proposals submitted by individuals for planned/unplanned areas, submit them to the District Municipality Council, forward approved proposals to the Metropolitan Municipality for approval, and inform the applicant if the proposal is not approved.
During the plan posting period, prepare Mayor’s objections to plans with the Mayor’s approval and submit them to the District Municipality Council; forward approved objections to the Metropolitan Municipality for final approval.
Review objections to plans submitted by individuals during the posting period, submit them to the District Municipality Council, forward approved objections to the Metropolitan Municipality for approval, and inform applicants of rejected objections.
Provide directorate opinions to municipal units on planning matters when uncertainties arise.
Provide copies of approved plan sheets to private and legal entities for parcels, in accordance with the “Fee Schedule for Planning Services Applied to 1/1000 Scale Implementation Zoning Plan Amendments,” upon receipt of a payment receipt.
Prepare and provide plan copies requested by individuals, private or public entities, or directorates within the municipality.
Carry out transfer procedures to enable the use of public properties in risky areas, reserved construction areas, and urban transformation zones in accordance with relevant laws.
Perform or commission procedures related to property type changes, consolidation, subdivision, and expropriation for properties in risky areas, reserved construction areas, urban transformation, or development project areas.
Identify and approve risky areas that pose a threat to life and property due to soil conditions and existing constructions.
Identify and approve reserved construction areas.
Conduct correspondence regarding areas proposed to be declared as Urban Transformation Areas and hold meetings with citizens and relevant institutions regarding the implementation processes in these areas.
Develop projects to relocate residents from areas that are unsuitable for settlement or geologically unsafe (e.g., educational fault lines, landslide zones, riverbeds, quarries) or areas at risk of natural disasters, ensuring safe and healthy living spaces.
