DUTIES

  • Monitor legislation relevant to the directorate’s activities and ensure timely compliance.

  • Carry out tasks and procedures requiring coordination with other administrative bodies and finalize them.

  • Execute work in accordance with the strategic plan, annual performance program, investment program, and directorate budget.

  • Fulfill responsibilities outlined in the Pendik Municipality Internal Control Action Plan.

  • Respond to incoming letters and petitions within legally prescribed periods under Law No. 3071.

  • Provide information and documents to applicants under the Law on Right to Information (No. 4982), with approval from the Mayor or Deputy Mayor, except for exemptions.

  • Administer procurement processes and payments for goods, services, and construction work under Law No. 4734.

  • Support the development of the municipality’s medium- and long-term strategies and policies.

  • Maintain records of all directorate operations, including archiving and safeguarding when necessary.

  • Communicate and coordinate with other municipal units, official institutions, professional associations, and tender stakeholders.

  • Provide necessary data to the Press, Publication, and Public Relations Directorate for announcements and promotional activities within the directorate’s area of responsibility.

  • Organize all protocol and ceremonies for the Mayor during visits, invitations, receptions, farewells, openings, national and religious holidays, and local commemoration days. Notify the Mayor of schedules and venues and arrange participation, or designate a representative when the Mayor cannot attend.

  • Host and coordinate visits of domestic and foreign representatives and legal entities in collaboration with the Strategy Development Directorate (Foreign Relations Department), including gifts and logistics.

  • Prepare the Mayor’s daily, weekly, and monthly work program, manage appointments, and facilitate communications to optimize the Mayor’s time.

  • Arrange meetings between the Mayor and citizens, institutions, and municipal staff.

  • Ensure coordination between the Mayor and municipal units, monitoring necessary procedures.

  • Assist in the preparation of speeches and presentations by the Mayor, in cooperation with the Press, Publication, and Public Relations Directorate.

  • Manage official meetings, invitations, and expenditures in accordance with the Municipality’s budget, representation, hospitality, and ceremonial directives, and other legal regulations.

  • Organize and manage the Mayor’s domestic and international trips, including correspondence, logistics, gifts, and protocol, coordinating with the Strategy Development Directorate.

  • Record important notes, minutes, and documentation for meetings, briefings, and discussions involving the Mayor.

  • Review and present all documents requiring the Mayor’s signature, ensuring distribution to relevant departments.

  • Prepare official congratulations, thank-you letters, condolences, and other correspondence.

  • Coordinate budget, final account, and movable asset records for submission to the Council after review by the Mayor.

  • Prepare and distribute the Signature Authority Directive to Deputy Mayors and directorates and submit it to the District Governor’s Office.

  • Manage incoming complaints, requests, and invitations via fax, email, or post, forwarding them to the Mayor and relevant departments.

  • Maintain media relations for the Mayor and Municipality in coordination with the Press, Publication, and Public Relations Directorate.

  • Present disciplinary matters of municipal personnel to the Mayor and ensure implementation according to decisions.

  • Prepare payment orders for the directorate’s expenditures and submit to the Financial Services Directorate.

  • Handle movable asset management, advances, and credits required for the directorate’s operations.

  • Ensure the communication of the Mayor’s decisions and orders to Deputy Mayors and relevant directorates.

  • Address issues from visitors when the Mayor is unavailable and forward them to the relevant Deputy Mayor, Advisor, or Director.

  • Manage allocation and authorization of municipal budget funds for the needy and vulnerable populations, delegating spending authority to approved directors.

  • Facilitate services for people with disabilities and the establishment of a disability center, including authorization procedures.
