DUTIES

• Monitor the legislation related to the Directorate’s activities and fulfill its requirements within the specified time.

• Carry out and finalize tasks and procedures that need to be followed with other authorities.

• Conduct activities in accordance with the strategic plan, annual performance program, investment program, and the Directorate’s budget.

• Undertake necessary work to fulfill the duties and responsibilities outlined in the Pendik Municipality Internal Control Action Plan.

• Respond to incoming letters and petitions within the specified time. According to Law No. 3071, provide written information within 30 days for applications made via petition, and additionally notify the results if the process progress is announced.

• Present information and documents to applicants under the Law on the Right to Information No. 4982, with the knowledge and approval of the Mayor or relevant Deputy Mayor, except for exceptions.

• Within the scope of Public Procurement Law No. 4734; arrange payment certificates and complete acceptance procedures for all types of goods, services, and construction works required by the Directorate.

• Conduct necessary work to determine the Municipality’s medium- and long-term strategies and policies and set objectives.

• Ensure records of the Directorate’s transactions are maintained, archived, preserved, and safeguarded when necessary.

• Correspond with other municipal units, official institutions, professional chambers, and parties involved in the tender process when necessary.

• Provide the Press, Publication, and Public Relations Directorate with necessary data for announcements and promotion related to the Directorate’s responsibilities.

• Carry out duties and responsibilities related to the Pendik Municipality Disaster Plan concerning the Directorate of Public Works.

• Coordinate excavation works for infrastructure trenches with infrastructure agencies and Istanbul Metropolitan Municipality.

• Identify investments and needs of infrastructure agencies and other institutions within the district and coordinate the implementation of these investments.

• Conduct tender and control processes to meet all fuel supply needs of the Municipality.

• Provide heavy machinery support to all municipal directorates.

• Perform trench excavation works for other municipal directorates.

• Manage warehouse material entry and exit procedures.

• Annually identify asphalt roads that are worn out or unpaved and carry out necessary asphalt paving works.

• Build retaining walls where needed in new road projects and in areas with steep slopes that pose a risk.

• Conduct “prestige street” projects on district avenues to improve pedestrian and vehicle traffic comfort and support commercial development.

• Construct sidewalks on suitable streets to improve pedestrian comfort.

• Install grates on streets and avenues with stormwater channels.

• Perform routine cleaning of existing stormwater grates and channels.

• Build new stormwater channels on streets where necessary, and construct wastewater channels for municipal facilities or public buildings (e.g., mosques, schools) when required.

• Provide snow plowing and salting services during winter to keep roads accessible.

• Remove debris generated from renovations or repair works from in front of the buildings.

• Open new roads or widen roads according to zoning plans in areas designated as roads and completed expropriation processes.

• Coordinate with Istanbul Metropolitan Municipality to improve roads and sidewalks where necessary and perform junction adjustments according to UTK decisions.

• Conduct grading and excavation works for municipal buildings and facilities or other public buildings/facilities under protocols made according to Article 75 of the Municipality Law No. 5393 when needed.

• Eliminate visual pollution by painting over graffiti on walls.

• Paint road curbs on streets and avenues across the district.

• Ensure lighting installation, maintenance, and repair for streets outside the responsibility area of AYEDAŞ A.Ş.

• Plan, build, and maintain bicycle lanes and bicycle parking spaces on streets and avenues according to UTK decisions.

• Establish open-air parking areas in locations defined in the plans, projected by the Survey & Project Directorate, or approved by the Directorate.
