Duties

The Strategy Development Directorate carries out the following activities to establish sustainable institutional development and continuous improvement in accordance with total quality management, and to implement effective and strategic methods that facilitate institutional service delivery:

  • Monitor legislation related to the directorate’s activities and ensure compliance within the required timeframe.

  • Carry out and finalize the procedures and tasks that need to be followed up with other authorities.

  • Execute activities in accordance with the strategic plan, annual performance program, investment program, and the directorate’s budget.

  • Implement necessary actions to fulfill responsibilities outlined in the Pendik Municipality Internal Control Action Plan.

  • Respond to incoming letters and petitions within the specified period; in accordance with Law No. 3071, provide written information within 30 days and additionally notify the results if the process is publicly announced.

  • Provide information and documents to applicants within the scope of Law No. 4982 on the Right to Information, except for exceptions, with the knowledge and approval of the Mayor or relevant Deputy Mayor.

  • Prepare, approve, and finalize the progress payments for all types of goods, services, and construction works required by the directorate under the scope of Law No. 4734 on Public Procurement.

  • Develop initiatives to determine the medium- and long-term strategies, policies, and objectives of the municipality.

  • Ensure that records of the directorate’s activities are maintained, archived, protected, and preserved when necessary.

  • Conduct correspondence with other municipal units, official institutions, professional chambers, and stakeholders involved in procurement processes as needed.

  • Provide necessary data flow to the Press and Public Relations Directorate for announcements and promotion related to the directorate’s field of work.

  • Coordinate the preparation of the municipality’s strategic plan and performance program.

  • Prepare reports to monitor and evaluate the strategic plan and performance program.

  • Prepare administrative activity reports based on unit activity reports.

  • Prepare official correspondence and reports related to requests from official institutions affecting the institution as a whole.

  • Coordinate the preparation of the Pendik Municipality Internal Control Action Plan and Evaluation Report.

  • Coordinate the preparation of the municipality-wide unit regulations.

  • Implement and coordinate activities related to management systems introduced under Total Quality Management.

  • Coordinate and support directorate system management teams within ongoing management system activities.

  • Develop performance and quality indicators for areas under the municipality’s responsibility and carry out other related tasks.

  • Ensure measurement of personnel performance and internal customer satisfaction.

  • Organize surveys to measure personnel satisfaction.

  • Coordinate the suggestion award competition.

  • Conduct surveys to assess public opinion.

  • Implement testing procedures for personnel.

  • Analyze external factors affecting services, conduct internal capacity research, and assess service effectiveness in areas under the municipality’s responsibility.

  • Record and forward complaints and requests received via phone, social media, municipal website, email, petitions, other institutions, and personnel notifications to relevant units.

  • Ensure feedback is provided to citizens once complaints/requests are resolved by relevant units.

  • Conduct field research to inform citizens about Pendik Municipality services, measure satisfaction, and collect requests and complaints.

  • Provide secretariat services for the Strategy Development Committee, if established.

  • Perform other duties assigned by senior management.

  • Provide requested information and documents in accordance with the Right to Information Law or through channels such as the Presidential Communication Center and Call Center, notify the relevant directorate, and ensure information is delivered to the applicant.

  • Coordinate the implementation and sustainability of integrated management systems, including Quality Management System, Customer Satisfaction Management System, Occupational Health and Safety Management System, Information Security Management System, and Greenhouse Gas Verification Management System with software support.

  • Conduct certification activities for management systems and coordinate synchronization between all systems.

  • Plan and report on various areas, including City Health Profile, City Health Development Plan, Carbon Footprint Calculation, and Health Impact Assessment, in coordination with relevant units; monitor and update as needed.

  • Coordinate the determination of the city and institution’s annual greenhouse gas inventory and the preparation and monitoring of the Sustainable Energy and Climate Action Plan.

  • Follow up on membership activities related to the Covenant of Mayors.

  • Coordinate activities to identify and implement street-level improvement projects in the city.

  • Prepare projects with various stakeholders to meet institutional and district needs, and apply for grants/funding from institutions and organizations.

  • Establish and maintain relations with relevant institutions, the European Union, and community legislation.

  • Monitor, participate in, and develop projects through activities of national and international unions of which the municipality is a member.

  • Provide training and consultancy services to NGOs, schools, institutions, and citizens to establish and develop a project-based governance system in the municipality and district.

  • Act as a coordinating institution for projects with international partners under the European Solidarity Corps (ESC) program and inform young participants.

  • Translate foreign-language documents received by or sent from the municipality and deliver them to relevant units.

  • Prepare and update the English content of the municipal website.

  • Forward requests received from neighborhood offices (in-person, phone, email, petition, etc.) to relevant units and track results.

  • Record, report, and present all requests, complaints, and suggestions from neighborhood offices to the relevant Deputy Mayor.

  • Generate monthly system reports, including total requests, positive and negative responses, and reasons for unmet requests, and notify relevant directorates and Deputy Mayors.

  • Plan and implement social and economic assistance (in-kind and financial) to meet the needs and solve problems of neighborhoods and neighborhood offices within municipal budgets.

  • Maintain relations with national and international public institutions, organizations, sister cities, NGOs, associations, foundations, and unions; represent the municipality at events and promote the institution.

  • Organize domestic and international technical, social, and cultural trips required by the municipality.

  • Host delegations, visitors, and representatives from other cities or countries and organize programs.

  • Organize and manage national and international congresses, conferences, seminars, exhibitions, and fairs to promote the municipality.

  • Organize activities with sister cities and maintain relations.

  • Prepare and sign protocols for partnerships or collaborations with national and international institutions.

  • Prepare and/or translate written and visual presentation materials to promote the district, municipality, and municipal activities.

  • Support the work procedures and principles of city councils that aim to enhance urban life, civic awareness, protection of rights, sustainable development, environmental sensitivity, social solidarity, transparency, accountability, participation, governance, and decentralized management.
